Governor David Umahi confirmed this on Tuesday after a Security Council meeting at the old Government House in Abakaliki.
He expressed dismay at the role played by the councilor representing the area in the crisis.
According to him, the state committee working on the land dispute was on the verge of resolving the dispute having declared the disputed land as the buffer zone.
“But the Councillor took some foreign investors to the land and this led to shootings during which two persons died,” he said
The Governor ordered the arrest of the councilor.
Umahi also frowned at the recent resumption of crisis in the Effium community in Ohaukwu local government area, which he blamed on publications in some conventional and social media.
Umahi said all herdsmen in the state had left the state before and after the recent herdsmen attack on three communities in Íshíelu local government area.
He urged them not to come back for now as there is still tension in the state.
“On the open grazing, there is no need of talking about that because there is no cow in Ebonyi state now, there is no herdsmen in Ebonyi state now but the position of Ebonyi state government is that we have a law on open grazing and the natives cannot continue to blame security agencies because the security agencies cannot be everywhere.
“So, we are directing vigilante to enforce the open grazing law of the state, at the national level, the Governors have said there is no open grazing.
“We don’t expect the security people to be everywhere but working with the vigilante.
‘The local government Chairmen should enforce the ban on open grazing anytime the healthy herdsmen will return because we will confront any herdsman coming to Ebonyi state with AK-47.

“I have directed that they should be confronted if you are coming to Ebonyi state with AK-47 and my directive is just obvious because Mr. President had already directed at such.
“So, if you are a herdsman and you are coming to Ebonyi state with AK47, you will be confronted with the same measure that you are bringing to Ebonyi state.”
