While traveling through immigration formalities at the airport, authorities from the Department of State Services (DSS) informed the former governor that he had been ordered to halt, arrest, and give him over to the EFCC.

Obiano reportedly dug into his suitcase and produced a court order barring the EFCC from arresting him at this point.

Obiano was hauled into custody minutes later after the DSS personnel instructed him to give the directive to the anti-graft agency instead.
