The Independent National Electoral Commission (INEC) has announced its instructions for the conduct of political activities, three months before the 2023 general elections.

The panel barred the use of abusive language and hate speech, as well as campaigns and political rallies at houses of worship, in a six-page document titled “Conduct of Political Rallies, Processions, and Campaigns.”

It further said that no one attending a political demonstration, procession, or campaign should have any offensive weapon with them.

According to INEC, the only people authorized to carry arms at such events are police officers or personnel of security services who have been explicitly assigned to be present at the relevant political rallies or processions.

“No political campaign shall hold in places designated as religious centres, police stations and public offices.

“Political campaign shall not involve the use of abusive languages or any form of hate speech.

“State apparatus including the media shall not be employed to the advantage or disadvantage of any political party or candidate at any election,” it stated.

The goal of political rallies, according to INEC, was to project, offer, sensitize, and raise awareness about the party’s symbol, flag, slogan, and manifesto.

The commission directed political parties to submit a notification of their campaign schedule, including the date, time, venue, agenda, and list of members of the organizing committee, as well as police approval within the jurisdiction of the campaigns, no later than 10 days before the start of their campaigns.

It went on to say that political parties and candidates shall run campaigns in accordance with the requirements of the commission’s Regulations and Guidelines for Political Parties 2022, as well as any codes of conduct, regulations, and guidelines established by the National Broadcasting Commission, COVID-19 safety protocols, as well as other public health regulations and measures
