Nigerian Content Development Board Tops Transparency and Efficiency Rankings

In a recent report by the Presidential Enabling Business Environment Council (PEBEC), the Nigerian Content Development and Monitoring Board (NCDMB) has emerged as the most efficient and transparent government agency in Nigeria. This ranking was part of the 2023 Half-Year EO1 Compliance Report, and it highlights the government’s commitment to promoting transparency and efficiency in the Nigerian business environment.

Top Three Performers:

The compliance report, released during a stakeholder sensitization session with Ministries, Departments, and Agencies (MDAs), ranked NCDMB, the Standards Organisation of Nigeria (SON), and the Nigeria Agricultural Quarantine Service (NAQS) as the top three performers. NCDMB secured the top spot with an impressive 83.06% score, while SON and NAQS followed closely with 82.85% and 69.85%, respectively.

PEBEC’s Role:

PEBEC, established in 2016 by the Federal Government, is tasked with overseeing business environment interventions in Nigeria. Its mandate includes removing bureaucratic and legislative constraints to doing business and enhancing the ease of doing business in the country. The council plays a pivotal role in tracking compliance with the Executive Order on promoting transparency and efficiency in Nigeria’s business environment.

Executive Order 1 (EO1):

Executive Order 1, signed into law on May 18, 2017, is designed to ensure the sustainability of reform interventions. It is now legally binding under the Business Facilitation (Miscellaneous Provision) Act 2022, signed on February 8, 2023. This order focuses on enhancing the transparency and efficiency of government agencies and their service delivery.

Performance Criteria:

The report assessed MDAs based on two critical criteria: Efficiency and Transparency. These criteria are weighted with a 70% to 30% ratio, respectively. Efficiency measures compliance with service delivery timelines and directives set by EO1, while Transparency assesses aspects such as website updates, online service portals, detailed service information, timelines, costs, statutory requirements, and customer service contact details.


The Top Five:

Apart from the top three performers, the Nigerian Electricity Management Services Agency (NEMSA) and the Corporate Affairs Commission (CAC) also secured spots in the top five. NEMSA was ranked fourth with a score of 67.99%, and CAC came in fifth with a score of 64.01%.

Enhancing the Business Environment:

Dr. Jumoke Oduwole, the Special Adviser to the President on PEBEC & Investment, emphasized the importance of these rankings and encouraged MDAs to leverage the findings to improve transparency and efficiency in public service delivery. This move not only enhances the business environment but also fosters trust and confidence in government agencies.

The recognition of NCDMB as the top-performing agency underscores the board’s commitment to delivering efficient and transparent services, which is vital for both the business community and the overall development of Nigeria.
