Edo Refinery Secures Operational Licence from NMDPRA, Set to Fully Commence Operations

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has granted an operational licence to Edo Refinery and Petrochemical Company Limited, located in Ologbo, Ikpoba-Okha Local Government Area of Edo State. This licence, issued by the NMDPRA, marks the final stage of regulatory approval, allowing the refinery to commence full operations.

Ahmed Farouk, the CEO of NMDPRA, officially handed over the certificate to AIPCC, the parent company of Edo Refinery, during a ceremony held on Tuesday. Farouk, accompanied by Francis Ogaree, Executive Director of Hydrocarbon Processing Plant Installation and Transport Infrastructure at NMDPRA, presented the licence to Segun Okeni, Head of Technical Operations at the refinery.

Farouk praised the company for reaching this milestone and encouraged further progress. In response, Okeni expressed gratitude for the support from the regulatory authority, highlighting NMDPRA’s role as a business enabler. He assured that the refinery is committed to contributing significantly to the petroleum refinery and gas processing subsector.

Okeni also revealed that AIPCC is currently developing three additional projects, with one expected to be completed within the next year. He emphasized that the operational licence signifies the refinery’s readiness to begin full-scale operations, following the completion of various stages, including Licence to Establish, Licence to Construct, and Approval to Introduce Hydrocarbon.

Furthermore, Okeni disclosed that the refinery is finalizing a major crude supply agreement with an indigenous oil company to ensure optimal production capacity. He added that the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and NMDPRA have been supportive throughout the process, and urged NUPRC to prioritize existing local refineries in future bidding rounds for marginal fields.
