In a press release, a coalition of thirty organisations united under the banner of The Middle Belt Pan-Nigerian Forum called on Bola Ahmed Tinubu to restore Dr. Betta Edu to her position as Minister of Humanitarian Affairs and Poverty Alleviation.

Despite her recent suspension due to fund transfer concerns, Dr. Danladi Ceceko Dangana, the coalition spokeswoman, underlined Dr. Edu’s remarkable achievements and commitment to alleviating poverty and tackling humanitarian crises in Nigeria.

The alliance outlined a number of achievements under Dr. Edu’s leadership, such as getting significant pledges from UNICEF, fostering support from international allies, and taking proactive measures to combat human trafficking and internal security.

Additional information about the scandal involving Betta Edu, the suspended Minister of Humanitarian Affairs and Disaster Management, has been made available via a leaked memo that came from the Chief of Staff’s office.

According to the paper, Bola Tinubu approved a N3 billion contract for the National Social Register Verification programme, which was started by Muhammadu Buhari’s previous administration.

The document, dated September 18 and signed by Chief of Staff Femi Gbajabiamila, verifies Tinubu’s approval of the N3 billion COVID-19 Palliative Fund expenditure.

“The above subject refers. 2. Please be informed that Tinubu has approved the expenditure of N3,000,000,000.00 (Three Billion Naira) only, from the Covid-19 Palliative Fund for verification of the National Social Register. 3. Please accept the assurance of my highest regards. Femi Gbajabiamila, Chief of Staff to the President,” it read.

It was discovered that a large number of businesses benefited from this contentious agreement. Among them is New Planet Project Limited, a business owned by Interior Minister Olubunmi Tunji-Ojo that brought in an incredible N438.1 million for consulting services.

Fabunmi Olanipekun & Co. won N419.5 million, while Vintsolve Global Consult took N558.8 million. Smaller businesses that benefited from the N3 billion windfall included Periscope Consulting, Blue Trend Enterprise, Laitop Dynamics Interlink Services, Memak Nigeria Limited, MC Van Management Consult Limited, and Danzinger Nigeria Limited.

Additionally, it is alleged that Edu approved the N585 million transfer of public cash into a project manager’s private account within her ministry. Furthermore, it has been alleged that the minister authorised airline tickets and airport taxis for her group visiting Kogi State, even though lacking an airport.

Since then, Tinubu has suspended Edu.

The scandal around Edu began when a leaked document revealed her order to move N585 million to a private account that was purportedly meant for vulnerable populations in the states of Lagos, Ogun, Cross River, and Akwa Ibom.

Her professional and personal passports were confiscated during this time, prohibiting her from leaving the nation. In a same vein, Sadiya Umar-Farouq, her predecessor, was subjected to a 12-hour interrogation regarding the purported N37.1 billion in money laundering during her term.

Umar-passport Farouq’s was also seized as part of the terms of her release from custody.

An anonymous source from the EFCC told Punch, “The commission has seized the passports of the two ministers, Sadiya Shehu and Betta Edu. We have also seized Mrs Halima Shehu’s passport pending the conclusion of investigations. The commission does not want to risk having any of them leave the country while they still have questions to answer.”

Her comments followed Chief Bola Tinubu’s suspension of her, and they addressed the charge that she had asked the federation’s accountant general to move N585 million into her personal account. Originally, the money was meant to be used by the general people to reduce poverty in particular states.

According to the Peoples Gazette, a leaked document disclosed that Ms. Edu had written to the accountant-general’s office, pleading for the release of N585 million designated for the alleviation of poverty in the states of Akwa-Ibom, Cross-River, Lagos, and Ogun.

The designated account for the transfer was found to be Oniyelu Bridget Mojisola’s UBA account, 2003682151.

Ms. Edu claimed that the accusation against her was fabricated by outside parties, even though she admitted composing the document asking for the transfer to a private account.

Oluwatoyin Madein, the accountant general, declared that Ms. Edu had broken financial norms by requesting the transfer of money into a personal account.

“Mrs. Madein explained that although her office received the said request from the ministry, it did not carry out the payment. The (humanitarian) ministry was, however, advised on the appropriate steps to take in making such payments in line with the established payment procedure.”

Oluwatoyin Madein, the Accountant General of the Federation (AGF), has declared that she did not deposit any funds into a private account on behalf of the Ministry of Humanitarian Affairs and Poverty Alleviation.

This was her response to a letter from Betta Edu, the Minister of Humanitarian Affairs and Poverty Alleviation, requesting the transfer of N585 million to Oniyelu Bridget, a private account.

Madein said in a statement released on Saturday by OAGF spokeswoman Bawa Mokwa that while her Office received the aforementioned request from the Ministry, it did not process the payment.

She said that her Office does not pay for programmes and programmes on behalf of government Ministries, Departments, and Agencies (MDAs).

According to Madein, funds are distributed to self-accounting MDAs in accordance with the budget, and these MDAs are in charge of carrying out and making payments for their projects.

According to the AGF, she gave the minister advice on how to proceed with making these payments in accordance with the existing payment system.

Madein pointed out that in these kinds of circumstances, payments are often handled by the impacted Ministries acting as independent accounting organisations, and no large payment is intended to be transferred to a single person’s account under the Project Accountant’s name.

Questions remain over the ongoing financial corruption scandal involving the Federal Ministry of Humanitarian Affairs and Poverty Alleviation. According to new disclosures, Minister Betta Edu may have transferred N585,198,500.00 into a personal account.

According to a circulating document that was allegedly signed by Edu and sent to the Office of the Accountant-General of the Federation, the Minister instructed that Oniyelu Bridget receive the previously specified sum.

The payment, which was meant for vulnerable populations in the states of Lagos, Ogun, Cross River, and Akwa Ibom, was credited to Oniyelu’s account, the document also reveals. Rasheed Zubair, the Minister’s Special Assistant on Media and Publicity, defended the transaction in response to these accusations.

Zubair claimed that the N585.198 million payment followed the law, highlighting that it was given to vulnerable populations in the states of Lagos, Ogun, Cross River, and Akwa Ibom.

He explained that Oniyelu Bridget received the payment because she is currently the Project Accountant for Grants for Vulnerable Groups.

“For the avoidance, the said N585m was approved, and it is meant to implement grants to vulnerable groups in Akwa Ibom, Cross River, Ogun, and Lagos states.

“We must note that GVG was first launched in Kogi State, where recipients testified. Akwa Ibom and Cross River were launched in December 2023. Kogi already happened in November, and others will be launched in the coming weeks.

“The general public is invited to note that the Renewed Hope Grant for Vulnerable Groups is one of the social intervention schemes of the Federal Government, which the Ministry of Humanitarian Affairs and Poverty Alleviation is implementing.

“Oniyelu Bridget is the Project Accountant for GVG from the Department of Finance, and it is legal in civil service for a staff, the project accountant, to be paid, use the same funds legally and retire the same with all receipts and evidence after the project or programme is completed”, he stated.

Meanwhile, the events that were transpiring created a stir on social media, leaving Nigerians puzzled over the transfer of a significant portion of the Federal Government’s funds to a private individual’s account.

According to information obtained by Anaedoonline.ng, the public sector’s 2009 financial standards expressly prohibit the transfer of public funds to an individual’s private account.

Section 713 of the law states, “Personal money shall in no circumstances be paid into a government bank account, nor shall any public money be paid into a private bank account. An officer who pays public money into a private account is deemed to have done so with fraudulent intention.”

Halima Shehu, the National Coordinator of the National Social Investment Programme Agency (NSIPA), was suspended by Chief Bola Ahmed Tinubu just four days earlier, on the grounds that there had been suspected money fraud inside the organisation under Edu.

EFCC Seizes Control of NSIPA Abuja Office, Detains CEO, Staff

The Economic and Financial Crimes Commission (EFCC) then detained and questioned Shehu in relation to an alleged N44 billion fraud.

The EFCC decided to freeze N30 billion that had been moved from NSIPA’s accounts following a comprehensive investigation.

In a related event, the EFCC also called former Ministry Minister Sadiya Umar-Farouq to discuss a financial scam purportedly involving contractor James Okwete.

NSIPA Scandal: Betta Edu Speaks On Alleged N3 Billion Diversion

Betta Edu, the Minister for Humanitarian Affairs and Poverty Alleviation, has responded to reports that N3 billion was taken out of the National Social Investment Programme Agency’s (NSIPA) account. NSIPA is under the ministry of Edu.

Edu, in a statement titled; ‘Re-Betta Edu Fingered In N3bn NSIPA Fraud Scandal; A Tissue of Lies, Spurious Allegation To Divert Anti-Graft Agency’s Attention’ and signed by her spokesman, Rasheed Olanrewaju Zubair, described her involvement in the alleged corruption as spurious and false.

She claimed that the accusation was made by fifth columnists with the express intent of tarnishing her well-earned reputation and integrity in the course of the Economic and Financial Crime Commission’s (EFCC) continuing investigation into the NSIPA issue.

Since taking office as minister four months ago, Edu added, she has never asked for money or ordered the removal of N3 billion from the NSIPA coffer.

The minister emphasised that her good name should not be associated with the ongoing suspension and investigations that the president has ordered, and she declared that she has no involvement in the present struggles facing the NSIPA leadership.

The statement reads in full; “The attention of the Honourable Minister for Humanitarian Affairs and Poverty Alleviation, Dr. Betta Edu has been drawn to spurious allegations suspected to have been sponsored by some fifth columnists aimed at dragging the hard-earned reputation and integrity of the Honourable Minister into the ongoing investigations of the NSIPA scandal by the anti-graft agency.

“Ordinarily, there is no substance in the said publication currently in some online media and does not deserve a response, but there is need to set the record straight for Nigerians and followers of the current development in NSIPA under the Ministry of Humanitarian Affairs and Poverty Alleviation to be properly informed. This is necessary because the social media, in recent times, has been riddled with lots of fake and unsubstantiated news. The desire to drag traffics, also make desperate living by many bloggers has spurred several online content makers to throw caution into the wind; and rev in propaganda aimed at attacking government appointees.

“There was no time the Minister, Dr. Betta Edu requested for any fund, needless to mention withdrawal of such amount of money to the tune of N3billion since her (Dr. Betta) assumption of office as the Minister from National Social Investment Programme Agency’s (NSIPA) coffer in the last four months, albeit one month was quoted in the sponsored ‘Fake News’.

“The Verification of the National Social Register (NSR) as quoted in the said publication online, was approved not only by Mr. President, but also by the Federal Executive Council (FEC) of the Federal Republic of Nigeria in line with the Renewed Hope Mandate to expand the NSR as well as imbue it with integrity.

“The conclusion of the well publicised Verification Exercise led to the expansion of the National Social Register and commencement of payment sequentially and directly from the Central Bank of Nigeria (CBN) to various beneficiaries.

“For the records, all the Programmes embarked on by the Ministry under the current Minister, Dr. Betta Edu, thus far, including Government Enterprise and Empowerment Programme (GEEP), Grants for Vulnerable Groups (GVG) and others secured the approval of Mr President.

“Again, let it be known that there was no time, the Ministry not (Dr. Betta) withdrew any fund from the NSIPA account, let alone N3Billion without due diligence, and painstaking approval from the appropriate authorities.

“The Honourable Minister wishes to inform the general public that she has no hand in the current travails of the leadership of the NSIPA, therefore her good name should not be dragged into the ongoing suspension and investigations as approved by the President of the Federal Republic of Nigeria.

“The responsibility of providing soccur to vulnerable Nigerians and pulling 50 millions out of poverty index within 42 months in line with President Tinubu’s Renewed Hope Agenda has taken the Minister across the length and breadth of Nigeria and is achievable.”

One million Kogi State households that are considered vulnerable have benefited from the Federal Government’s Conditional Cash Transfer programme, according to Dr. Betta Edu, Minister of Humanitarian Affairs and Poverty Alleviation. This initiative is part of an effort to lessen the effects of the severe economic conditions in the nation.

As he answered queries from media on Tuesday night in Kabawa, a suburb of Lokoja, the capital of Kogi State, Edu revealed this.

The Federal Government’s Grant for the Vulnerable was formally launched earlier in the day by the Minister, who also revealed that the President Bola Ahmed Tinubu government aimed to raise at least 50,000 000 people out of poverty in the next 42 months.

“For the grant which was just given earlier today, the Federal Government was able to support the vulnerable and poorest of the poor in Kogi State.

“For the first batch, we have 10,000 beneficiaries, while the second batch will commence immediately. For petty traders across various homes, 1000 families have been given the needed support through their various channels, while others will get their intervention through their youth leadership, women groups and many more.

“The idea is that the Federal Government does not want to do programs that are not felt by the grassroots. The only essence of governance is to bring relief to the people.

“That is the reason for social protection. We are a government that is interested in the people. President Bola Ahmed Tinubu is 100 percent committed to this course. We won’t rest on our oars until everyone that is expected to be reached out is truly reached.

“We are hoping that the support we have been able to give them today will help them grow their petty businesses and support their families, especially their children to go to school,” Edu added.
