It is believed that the Blues made a bid that was higher than Southampton’s asking price.
Chelsea and Liverpool are engaged in a transfer battle for Moises Caicedo of Brighton as both teams look to rebuild their midfields.
Deals with Brighton for Caicedo are not expected to interfere with the Blues’ £111 million pursuit of the Ecuadorian.
Lavia, who is eager to gain an immediate transfer back to the Premier League after being relegated last season, would be sold by Southampton for £55 million.
