According to the Foundation for Investigative Journalism (FIJ), the Nigerian presidency sent N10 million in advance to a personal account held by Abbas Haruna Katsalla in order to buy supplies for Kashim Shettima’s wife, Nana Shettima.
On March 15, 2024, the state house headquarters enabled the payment, seemingly in breach of several statutes. They recorded the transaction as meeting the requirements of the fictitious, unconstitutional “office of the wife of the VP.”
FIJ examined the state house’s 2024 transaction records as they were posted on the Govspend and Open Treasury Portals, and they discovered the strange transaction with payment number 1001161608-2, which was explained as “Being payment of cash advance provided for the purchase of consumables items, for the office of her excellency, wife of the VP.”

The legality of Katsalla accepting funds from the government into his personal account was also investigated by FIJ.
However, according to Chapter 7, Section 713 of Nigeria’s Financial Regulations (2009), states: “Personal money shall in no circumstances be paid into a government bank account, nor shall any public money be paid into a private account. Any officer who pays public money into a private account is deemed to have done so with fraudulent intention.”
“This legal provision would mean that the State House has erred in its dealings with the individual, and such dealing, according to the law, is deemed fraudulent”, FIJ stated.
