The speaker of the 7th assembly of the Anambra State House of Assembly who is Member Representing Ayamelum Constituency, Rt. Hon. Uche Victor Okafor, today clocks 43
Anambra Speaker
Okafor was born on 3rd April 1977 to the family of Agbogidi in Isiudala Village Ifite Ogwari. Ayamelum L.G.A.

He is a son of late Hon. Simeon Nweke Okafor, a renowned headmaster in Ayamelum and an ex-legislator in the old Anambra state House of Assembly.

Education

The Speaker had his early education in Enugu where he completed his nursery, primary and secondary schools. Being the son of a teacher, his upbringing was centred on academic pursuit embedded on commitment and hardwork. He had the luxury of attending the best schools in the then Enugu State and had a track record of resounding results.

Thereafter, he proceeded to the University of Nigeria, Nsukka, where he obtained a bachelor’s degree in political science with a second class upper division.

His first-degree research was on Ogoni Crisis, and its successful recommendations earned him a placement at Shell Petroleum Development Company where he did his National Youth Service Programme.

He returned to the University of Nigeria for his Masters and obtained an MSc upper division in public administration and local government.

His academic excellence never went unnoticed as he was retained after his masters by the then Head of Public Administration Department, Prof. Miriam Ikejiani Clark as her research Assistant.

While at the department, Uche contributed to numerous articles in the departmental and other humanities journals.

In his quest to understand the enablers for a sustainable environment, with the hope of becoming a community development expert, in 2006, Uche secured admission to Study at the prestigious Middlesex University London. It is at this University he obtained a master of Arts in sustainable development.

His research potentials earned him a recommendation for a doctorate at University College, London, a programme he deferred due to family commitments.

Career progressions took him to these various establishment as follows:

Haringey Council, London, Department School Personnel Service (Hornsey School for Girls, London) as student’s support officer. This was from February to August 2007

Anambra assembly

Barking and Dagenham Council London, Department of Housing (Adult & Community Service) as Tenants Participation officer. This was from August 2007-March 2009.

Hillingdon Council London, Department of Community Housing Team as Community Housing Manager. This was from April 2009-August 2010.

Oxford City Council, Department of Housing and Community, as Neighbour Manager. Speaker did this from September 2010-April 2014

Specialties: In the Course of his career progression, Uche Okafor specializes in Community Cohesion and Development, Neighbourhood Regeneration, Strategy Development and Implementation, Change management, Community Renewal and Diversity Integration, Customer Experience and Project Management.

Political Life: Young Uche was very close to his father and grew up on strong political ethics. His political philosophy centres on accommodating, sharing, supporting, promoting, empowering and manymore. These attributes metamorphosed to his present day political potentials.

As an enterprising young pupil at Trans Ekulu Primary School, Uche was made the school head boy. The same charisma took him to St. Patrick’s college where he became the Senior Prefect.

His days at the University of Nigeria was characterized by the students’ unionism. He represented his faculty in the student’s parliament, as the Speaker, a position that shaped his political future like “Niccolo Machiavelli” will have it

Further, while at Middlesex University London, Uche was a mentor to most international students, always supporting, guiding and giving voice to the voiceless. In the words of Dr. Cornet West

“You can’t lead the people if you don’t love the people; you can’t save the people if you don’t serve the people.”

Uche was elected the coordinator of international students forum, a position that got him a place at the school board as a students Rep. at Middlesex University’s board was remarkable.

He championed the review of most stringent policies that deterred minority ethnic student’s membership in the school board.

He financed and promoted many enlightenment programmes aimed at breaching the inequality gap that enlisted amongst the diverse students.

Nevertheless, as a personality who has the interest of the people at heart. In 2015, he vied for the post an Hon. member to represent Ayamelum constituency under the platform of APGA, in the Anambra State House of Assembly, and he was massively voted in.

As a member of the State House of Assembly, he has showcased his total commitment, developmental initiative and strives, and chart a road for his people’s greatness through his power as a lawmaker. As the voice of his people, he has promoted the ideals required to entrench true democracy.

However, coming unbound he met his constituency in an inconceivable labyrinth of darkness and backwardness. He used his legislative power and his social skills to lift it far above the standard among average Ndi Anambra.

He solicited to the government of Anambra state through his power as a lawmaker and constant persuasion to rehabilitate their electrical consignment which has been in a devastating state for years and has cut them off from
enjoining electricity supply like other ndi Anambra.

Now inhabitant of Ayamelum constituency is smiling and enjoining electricity supply like
other Anambrarians and this would further enhance industrialization, business opportunity, job creations, good living and many more.

Initiatives: In the area of water and sanitation, he has drawn the attention of Anambra state government to rehabilitate the existing water boreholes in his constituency mostly, rural area to develop effective reticulation networks to distribute potable water produced from rehabilitated water treatment plants and boreholes. This project was carried out through the ministry of public utilities, so far, a laudable effort has been made so as to touch the lives of the people in a special way.

More so, in the effort to restore the needed confidence among the unemployed graduates in his constituency, he has secured employment for his constituents in Anambra state civil service which comes across the following: Ministry of Finance, Agriculture and rural development, ministry of women affairs and social development, ministry of work, ministry of education and
many more.

As a member representing “ food basket of the state’’_ Ayamelum constituency. He has sponsored a motion to establish “Anambra International food market’’ to be located at each of the three senatorial zones of the state to make Anambra a global Agriculture investment hub to address food security in the state and enhance economic development as well as create employment for ndi Anambra.

However, it is pertinent to note that as a people-oriented representative, the plight of his
the constituent is always at the back of his mind. By so doing he felt the plight of Umerum, Umumbo and Omasi-Uno people, where people cannot have access to their local government headquarters mostly, during the raining season due to the deplorable condition of their roads even to talk more of accessing major cities of the state.

To relieve their plight, he has sponsored a motion to construct Omor-Umerum road with
an extension to Oba-Ofemili-Awka North LGA to Awka -the state capital.
This would guarantee the inter-connectivity of communities, also open up rural communities to mass infrastructural development and bridging the gap between the urban and rural dichotomy.

This personality has reiterated his readiness towards maintaining healthy information flow through “ Town Hall meeting’’ and to be close to the grassroots and the majority of the people. This is to nurture the confidence of the people about government programmes. Few months after his inauguration, a town hall meeting was organized by JPDC- Onitsha Archdiocese at the local government secretariat-Anaku.

This opens up a dynamic communication process that engenders trust and solidarity among the people and their representative in the state House of Assembly. This very Town Hall meeting was a programme where all the community leaders presented their Charter of Demand to him looking forward to seeing their needs being given priority and addressed optimally.

In a nutshell, a creative programme has been enunciated by this personality to showcase the social image of his people (Ayamelum constituency) which is called ‘ Ayamelum Ekenem
Unu’. This programme is being aired every Monday by 10:30 am on Radio
Nigerian Purity FM, Awka. This programme features all the activities of his people in all sphere of human endeavour. The programme has equally received a lot of ovations from his people both at home and abroad.

Further, the issue of urgent public importance about Fulani herdsmen killing rural farmers in his area Ayamelum was presented in the floor of the state house of Assembly, and this brought about government proactive measure in place to address the ugly menace and this led to
the maximum peace agreement between the herdsman and the rural farmers.

Empowerment: Rt. Hon. Uche is people-oriented representative. He had seen the yearnings of his people towards Agricultural input as most of them are predominantly farmers.

Massive empowerment programme was organised on August 27, 2016, where he
distributed farm inputs which include; fertilizers, chemicals and many more to the people. Over 6,000 persons were empowered and this very act received a lot of commendations in every nooks and crannies of the local government (Ayamelum constituency).

Finally, he has kept all stakeholders, opinion moulders abreast of all government plans, policies,
difficulties and breakthrough . Healthy information flow has been built between him and various leaders of the communities/wards in his constituency. These had made the people keep the faith and stand by him.

Political Objective:  To strengthen communities involvement through participation and improve
local delivery of services in a way recognizable to all, with identified local
needs clearly being addressed.

He is a devout Catholic Christian and happily married to (Pharm) Amaka Okafor. The family is blessed with wonderful children.

Rt. Hon. Uche Victor Okafor emerged the Speaker of the 7th Anambra State House of Assembly, unopposed on Wednesday, June 12, 2019.

He has continued to maintained leadership standard in all ramifications, ranging from legislative, oversight and effective representation with considerations of numerous public petitions, motions and passage of bills aimed at revamping the system for the benefit of a common man.
These include a bill to establish the Anambra State Information Communication technology (ICT) agency. the ICT agency is believed to create more employment opportunities for Anambra youths who are Information Communication Technology (ICT) experts, amongst other legislative exercises.
