While in Saudi Arabia, Tinubu signed preliminary agreements on collaboration relating to energy in order to draw in foreign direct investment and mobilise funds for the construction of necessary infrastructure.

In order to finance a multisectoral portfolio of infrastructure projects at the federal and subnational levels of Nigeria, he also obtained a multibillion dollar infrastructure finance facility from the Islamic Development Bank.

The development was the outcome of in-depth investment talks that President Tinubu had upon his return from evening prayers with Dr. Mansur Muhtar, Vice-President (Country Programmes) of the Islamic Development Bank.
