RAP for PAP in Nigeria? What does that mean?

Nigeria Erosion and Watershed Management Project (NEWMAP) is the body whose mission is to address on a multi-dimensional scale the menace of gully erosion in the South East as well as land degradation in the North. The Project Development Objective of the NEWMAP is to reduce vulnerability to soil erosion in targeted sub-catchments.
Resettlement Action Plan (RAP) is a safeguarding policy of the World Bank whereby Project Affected Persons (PAP) whose lands, economic trees and crops, etc. are affected.

How does it work?

When World Bank intervenes in any erosion site through a NEWMAP unit in the affected State, a consultant is engaged to evaluate those whose properties, farmlands, economic trees e.t.c.will be affected by the project’s intervention. Lands, economic trees and crops, e.t.c took down by the erosion are not valued because those properties are considered legacy issues and cannot be valued, but what is valued are those properties that will be affected during resolving the erosion menace. For example, there might need to feel down some economic trees and remove some crops, etc. So as to allow accessibility for site workers and machineries to the erosion site.

Such felled economic trees uprooted crops and cleared lands are valued by the consultant in monetary terms. RAP document is disclosed in some select newspapers, the project community, Town Halls and Local Government Area and state & Federal Min. of Environment for 21 days for further amendment and recommendations After 21days, the RAP compensation process is implemented.

RAP for PAP has been implemented in many communities in the 21 NEWMAP implementing States in Nigeria and it is still ongoing. In April, RAP for PAP was implemented in Agulu-Nanka-Oko gully erosion site in Anambra State.

NEWMAP is currently working in 12 gully sites across the state, Umuogbo Nnewichi Nnewi is among these 12 where rapid and thorough work is speedily going on under Loraj LTD supervision.
