NSA Condemns Attack on NLC President, Urges Labour to Halt Strike

The National Security Adviser (NSA), Nuhu Ribadu, has condemned the recent attack on the President of the Nigeria Labour Congress (NLC), Joe Ajero, expressing concern over the ongoing nationwide strike led by the Trade Union Congress (TUC) and NLC. In a statement issued by Zakari Mijinyawa, the Head of the Strategic Communication Office of the NSA, it was revealed that some suspects had been arrested in connection with the assault on Joe Ajero.

The statement emphasized the NSA’s worry about the potential impact of the strike on the livelihood of ordinary Nigerians and its implications for economic security and other strategic national interests. Nuhu Ribadu intervened following the assault on Joe Ajero in Owerri, Imo State, stating that the attack went against the principles of freedom of association and expression.

The NSA assured the public that a thorough investigation was underway, with some arrests already made. The outcome of the investigation will be disclosed to the public once concluded. The federal government, through the Office of the NSA, appealed to the leadership of the labour unions to call off the strike and allow the ongoing dialogue process to be exhausted.

Nuhu Ribadu, a retired police intelligence officer, has been named as the next National Security Adviser (NSA), succeeding Major General Babagana Monguno (Rtd).

According to news reports, Ribadu was initially appointed as a Special Adviser on Security by President Bola Ahmed Tinubu, but his post was promoted to NSA yesterday.

Meet the new National Security Agency:

Nuhu Ribadu was born on November 21, 1960, in Yola, Adamawa State.

From 1966 to 1973, he attended Aliyu Mustapha Primary School in Yola, and from 1973 to 1977, he attended Yelwa Government Secondary School in Yola. Mr Ribadu attended the College of Preliminary Studies, CPS, Yola, for his A-level studies between 1978 and 1980.

He was admitted to Ahmadu Bello University, Zaria, to study law in 1980, and graduated in 1983. In 1984, he graduated from the Nigerian Law School and was admitted to the bar. Following his national youth service, he joined the Nigeria Police Force (NPF).

Ribadu graduated from Ahmadu Bello University in Zaria with an LLM in jurisprudence of corruption in Nigeria. He attended Harvard Business School in 2008 for a program on the strategic administration of law enforcement institutions.

Ribadu’s sterling public service record and personal integrity made him a household figure in Nigeria and beyond. Ribadu has created a niche for himself as an educated lawyer and fearless crime fighter, who is patriotic, passionate, honest, courageous and compassionate.

He is the founding Executive Chairman of the Economic and Financial Crimes Commission (EFCC), the government commission responsible with combating corruption and fraud, which he literally converted into one of the most effective and well-known anti-corruption agencies in contemporary history. His main contribution to the anti-corruption effort, however, was his altruism, resilience, and exemplary behavior in his valiant fight against the cankerworm.

Mr Ribadu worked tirelessly to clean up the Augean stable that had been soiled by graft and fraud, according to Premium Times.

Despite temptation, booby traps, and life threats, he bravely prosecuted hundreds of fraudsters, scores of high-profile looters, and economic saboteurs.

Under his direction, the EFCC created the now-famous Crimes Training and Research Institute in West Africa in three years. Under his command, the agency also recorded over 200 criminal convictions.

Tinubu Sacks All Service Chiefs, Advisers, Comptroller General Of Customs, Names Replacements

In recognition of his exceptional accomplishments, Mr Ribadu was promoted to the rank of Assistant Inspector General of Police (AIG) in March 2007. The African Union (AU) appointed him to its anti-corruption advisory council, and he was invited to join the Friends of the World Bank/UNODC program on Stolen Asset Recovery.

Ribadu has received numerous awards for his work as a police officer, prosecutor, and EFCC chairman. He earned the Inspector General of Police Awards in 1997, 1998, and 2000, as well as the President’s Special Commendation in 2005, for successfully prosecuting multiple advanced fee fraud cases, banking fraud, and other economic crimes. He was also singled out by the Federation’s Accountant General for successfully prosecuting certain corrupt public workers in 1999.

Since 2004, prominent Nigerian publications and magazines have named Mr Ribadu Man of the Year in appreciation of his extraordinary achievements as a dedicated crusader against corruption and other related crimes.

Ribadu graduated from the Nigeria Institute of Policy and Strategic Studies’ senior management programme in 2008 and was awarded Membership of the National Institute, MNI. Mr Ribadu was awarded the Doctor of Laws (honoris causa) degree by Babcock University in Ogun State in June 2010 in recognition of his “resolute courage” and “fierce stance against corruption in the face of sponsored disgrace and certain death, which has resulted in positive changes and global acclaim previously thought impossible.”

In 2012, Ribadu quit a United Nations post in Afghanistan to conduct a special investigation into the government’s earnings from the oil sector, an assignment he performed with trademark zeal and dexterity, producing a report that has since become a standard reference point on reforming Nigeria’s oil industry.

Mr Ribadu has been active in politics since 2010 in his pursuit of a higher call to service. He was named NSA today, June 19, 2023, just days after being chosen the president’s security adviser.

Babagana Monguno, the National Security Adviser, stated that naira scarcity and the cashless policy will affect military personnel posted in remote areas.

Monguno made the remarks during a House of Representatives ad hoc committee hearing on currency reform and naira swap policy on Thursday.

The NSA, represented by A.A. Mustapha, a director in the Office of the National Security Adviser, ONSA, stated that a continuous effort is being made to fix the issue.

Earlier in his speech, the chairman of the committee, Ado Doguwa, said: “It is the belief of this committee that the policy would have, in one way or the other, certain implications [for] the security apparatus or security architecture of the country, especially when we are facing elections.”

President Muhammadu Buhari’s Senior Special Assistant on Media and Publicity, Garba Shehu, has said that the National Security Adviser’s (NSA) office will soon release the names of prominent Nigerians responsible for oil theft in Nigeria.

As part of the strategy to stop economic sabotage in Nigeria, Shehu said during an appearance on a Trust TV program that security personnel had lately raided places where illicit oil bunkering thrives. He also said that oil theft is being dealt with.

Shehu also stated that the nation’s failure to meet the quota set by the Organization of Petroleum Exporting Countries is embarrassing (OPEC).

According to him, “Oil theft is being tackled. The big problem we have in this country is that we ought to see more commitment from communities in assisting law enforcement agents. In some cases, where some actors in law enforcement are complicit, it becomes bad.

“We used to fight the OPEC for more quotas; now, they’ve given us and we aren’t able to meet up. This’s embarrassing. Security agencies are fully involved in stopping this act. I’m hopeful that in the next few days, the office of the National Security Adviser (NSA) will be presenting to the country big men who are promoters of this kind of business as they’re being caught and illegal refineries are being bombed out.

“The Nigerian National Petroleum Company Limited is also installing a monitoring capacity to detect or advise immediately when sabotage of oil pipelines happens.”

Insecurity: Group Protests In Abuja, Demanding Removal Of NSA

Arewa Youth Assembly, a group from the north, has demanded the removal of Major General Babagana Monguno (retired), the national security adviser, because of the persistent unrest that still exists in many areas of the nation.

The group blamed the NSA’s inability to provide Major General Muhammadu Buhari (ret.) with recommendations on how to control the scourge for the nation’s growing insecurity.

ANAEDOONLINE.NG reports that Monguno was appointed in 2015 and was spared when the Chief of Defence Staff, General Abayomi Olonishakin; Chief of Army Staff, Lieutenant-General Tukur Buratai; Chief of Naval Staff, Vice Admiral Ibok-Ete Ibas; Chief of Air Staff, Air Marshal Sadique Abubakar were sacked by the president over their failure to check widespread insecurity across the country.

Addressing journalists during a protest at the National Assembly on Wednesday, the group’s Publicity Secretary, Aliyu Muhammed, lamented that under the watch of Monguno, terrorists have been emboldened.

He said, “In response to the astronomic increase in the cases of unprovoked killings and abductions of Nigerians in their farms, houses, train and our major highways which has led to an unprecedented rise in the poverty rate and food scarcity across the country, we want the immediate removal of the National Security Adviser.

“In concordance with the similar situation in the southern part of the country where citizens are not allowed to come out on Mondays to pursue their businesses, thereby further impoverishing them. All this is because there is a severe defect in the security architecture of our country.

“The criminal elements became emboldened under his watch as the NSA, they equally ambushed and killed some officers of the Brigade of Guard to Mr President and also issued notice to kidnap our a seating President, Buhari and Governor Nasir el-Rufai of Kaduna State. This is unfortunate and unimaginable in the history of nationhood.

“The NSA is either not advising the President or his ideas are ineffective, hence, the seeming triumph of ragtag elements over our Armed Forces. We, therefore, call for his immediate resignation or be sacked by Buhari.

“We want the security of this nation to unconditionally be improved from its present state to a satisfactory one, and all Nigerians in captivity should be fought for and set free, unconditionally.”

Muhammad vowed that the group would mobilise and hold a massive protest across the 19 northern states if the president refused to sack the NSA by Friday.

“We are calling off the protest today, to accord appropriate time for President to act accordingly, and after two days nothing is done, the protest will continue, not only here, but in all the 19 Northern states,” he stated.

A socio-political group, North South Alliance (NSA) on Wednesday rejected the zoning of Nigeria’s presidency in 2023, stressing that rotation of power is not the quick fix to the country’s leadership crisis.

The NSA national coordinator in the south, Ukachukwu Anwuzie, who disclosed this in a statement, held that the South-west, North-west and South-south gained nothing from producing Olusegun Obasanjo, Umaru Musa Yar’adua, Goodluck Jonathan and Muhammadu Buhari as Presidents.

Anaedoonline.ng reports Anwuzie as saying that while his group advocates competency over zoning, they also support inclusiveness in government, and believe in one Nigeria that is governed by Unity, Peace and Justice.

NSA observed that all the agitations, distortions and disturbances being experienced in the country are induced by leadership insincerity, insensitivity, incompetence and selfishness

The group therefore came to terms with “the fact that our problem is not necessarily rotation between North and South and neither is it relationship between South and North”.

“What that means is that we do not necessarily need any zoning to get Nigeria on track. Zoning as a matter of fact, thus far, has not shown any real advantage, except perhaps for the notion of giving every region the feeling of belongingness, but really what did the Southwest gain in eight years of Obasanjo as President, what about the South -South during President Goodluck and now you can tell what is happening to the Northwest as their own presides.

On Wednesday 25th August 2021, The Coalition of Northern Elders for Peace and Development (CNEPD) has asked President Muhammadu Buhari to sack the National Security Adviser, (NSA), Major General Babagana Monguno (Rtd).

Reacting to the brazen attack on the Nigerian Defence Academy (NDA) in Afaka, Kaduna State on Tuesday, the group said Monguno and the service chiefs should be held responsible for the attack.

In a statement on Wednesday by its National Coordinator, Engr. Zana Goni, the Northern elders advised the President to immediately sack Monguno for incompetence.

The group berated President Buhari for refusing to sack Monguno as the security adviser when he replaced the service chiefs some months ago.

It stated that the attack on the NDA was a result of the failure of the country’s intelligence network, demanding a quick review of the nation’s security architecture.

According to the group, the fact that a fortified military institution could be so easily invaded by terrorists without resistance shows that no part of this country or anyone is safe.

The elders, however, blamed stakeholders in the Northern region over their long silence “in the face of unbearable criminal acts by armed herdsmen and insecurity across the country”.

The statement reads: “We woke up to the sad news of the attack on the NDA, leaving two officers killed and another abducted by bandits with heavy hearts. If it was not for the confirmation of this unbelievable action by the Academy’s spokesperson, Bashir Jajira, we would have still been in doubt.

“The fact that a fortified military institution could be so easily invaded by armed militias without resistance has left us with the conclusion that no part of this country and no citizen, no matter his or her status is safe again.

“Without mincing words, we wish to attribute this ugly development to intelligence failure and gaps in the capacity of our armed forces. We wish to strongly say here that the attack is a slap on the Nigerian intelligence community and the armed forces.

“The retention of the National Security Adviser, General Babagana Monguno at the time the president listened to the voice of reason and replaced service chiefs, may be contributing to the continuously deteriorating security situation in the country.

“Given the situation, we wish to humbly and respectively appeal to our dear President, Muhammadu Buhari, to as a matter of urgent national importance, replace the NSA, whose tenure since his assumption of office, has been characterized by heightened Boko Haram activities, banditry, kidnap for ransom and other heinous crimes without end in sight.

We reinstate unequivocally that Monguno has failed to provide useful advice to address the scourging insecurity in the country and therefore, does not deserve a continuous stay in office.

“As Northern elders, we have found it very important to call on President Buhari to remove the National Security Adviser, Major-General Babagana Monguno (retd), whose office and responsibilities are critical to the achievement of comprehensive security all over the country but hasn’t used the high esteem of his office in any productive ways since his appointment as NSA.

‘The reason for this call is not farfetched. We believe that Major-Gen Monguno was part of the gross failure associated with the tenure of the former security chiefs and his continued presence in the office will make the success Buhari intended to achieve with the changes very difficult, if not completely impossible.

INSECURITY: Abdulsalami Calls For Renewed Efforts

‘It is important that the NSA be replaced and the security architecture of the nation reviewed so that the process of injecting fresh blood can be completed.

‘We believe that the service chiefs need a clean slate to succeed as to avoid being tied to the springs of the past fatal failures. This call is both patriotic and totally apolitical as expected from a responsible group of elders in our dear region.

‘”It would be to the highest interests of Nigeria for the president to heed this call and act on it immediately.”

Presidency: Arms Deal Money Not Missing, This Is What Happened

The Presidency has cleared the air on the alleged funds provided for procurement of arms missing under the watch of the immediate past service chiefs. He rather revealed that procurements have been made for military weapons but the arms were yet to be delivered.

According to Garba Shehu, Senior Special Assistant to the President on Media and Publicity, missing funds can’t happen under the regime of the President, Major General Muhammadu Buhari (retd.).

Newsmen had earlier reported that the National Security Adviser to the President, Maj.-Gen Babagana Monguno (retd.), said some funds meant for the purchase of arms to strengthen the country’s anti-terror war got missing under the leadership of the ex-service chiefs.

The ex-service chiefs are Chief of Defence Staff, General Abayomi Olonisakin (retd.); Chief of Army Staff, Lt-Gen. Tukur Buratai (retd.); Chief of Naval Staff, Vice Admiral Ibok Ekwe Ibas (retd.); and Chief of Air Staff, Air Marshal Sadique Abubakar (retd.).

“No one knows what happened to the money but by God’s grace, the president will investigate to find out whether the money was spent and where the arms went,” the NSA had said in an interview with BBC Hausa on Friday.

But speaking hours later also on Friday, Shehu said the NSA was misquoted, stressing that Monguno did not accuse the ex-service chiefs of misappropriation of funds.

He said, “About the $1bn taken from the Excess Crude Account with the consent of state governors used for military procurements, I want to assure you that nothing of that money is missing.

“The reference by it in the interview of the BBC Hausa Service by the National Security Adviser has been misconstrued and mistranslated.

“NSA made two critical points –one is that we don’t have enough weapons which is a statement of facts; and two procurements made have not been fully delivered.”

“At no point did the NSA say that money has been misappropriated and that no arms is seen. They have not been delivered, that is correct; these are things you don’t get off the shelves,” Shehu noted.

The presidential spokesman said critics of the government were being political by trying to make a comparison between a Peoples Democratic Party government and an All Progressives Congress administration.

Northern Governors Meet With NSA, IGP In Kaduna Over Insecurity

Governors of the 19 northern states and traditional rulers of the region on Thursday began meeting in Kaduna over security challenges bedeviling the region.

The two-day meeting is also being attended by Senate President Ahmad Lawal, the president’s chief of staff Prof. Ibrahim Gambari and information minister Lai Mohammed.

Others are national security adviser Maj.-Gen. Mohammed Monguno (retd.), Inspector-General of Police Mohammed Adamu and director-general, Department of State Security Yusuf Bichi.

Buhari’s Govt Would Be Held Responsible For Killing Of Herdsmen – Northern Coalition

The participants are expected to discuss current security challenges bedevilling the northern region and youth unemployment.

Governors at the meeting holding at Sir Kashim Ibrahim House include those of Plateau, Adamawa, Sokoto, Nasarawa, Jigawa and Katsina.

Niger, Zamfara, Yobe, Benue, Kogi, Kabbi were represented by their deputy governors, among others.

At their last meeting on November 2, 2020, the northern governors had set up two committees to push for statutory roles for traditional rulers and another on youth and civil societies.

Herdsmen/Farmers crisis: Five Northern Governors To Storm Ogun Today

The committee on roles of traditional rulers is chaired by the emir of Lafia Justice Sidi Bage (retd.) with two representative from the National Assembly, one from each of the three zones, and a minister as members.

The committee on youth and civil societies has the emir of Zazzau Ahmad Bamalli as chairman, with one representative of elders, youth, women, persons with disability as members from each of the three zones.

The November meeting had also backed efforts to regulate the spread of false news through social media.
